Power Relations between Mayors and Councillors

The conventional view among many local politicians and political observers is that mayors are almost the equivalent of their so-called federal and provincial counterparts, namely prime ministers and premiers. Councillors can be seen as lesser members of the council, generally playing a supportive role to mayors. In reality, there are virtually no formal distinct roles for both mayors/reeves and councillors. They both have powers which are mostly dependent on their own motivation or skills, as well as their ability to overcome the informal obstacles of perceived mayoral power. Dr. Serfaty will delve on the implications of this view.
